General conditions

The federal legislation and the legislation of the Länder (federal states) commit universities to an active and efficient equal opportunity policy. Thus, the 2nd par. of the art. 3 of the Constitution  1994 says not only: “Men and women have the same rights”, but it explicitly invites to promote “the enforcement of equal rights for men and women” and to work towards “the elimination of existing disadvantages”.

A women-promoting law was adopted for the first time in 1989 at state level; it enforced also the performance-oriented quotation rules. It was replaced by the Country Equality Act, which summarises and enhances the basic regulations for an active promotion of women and a better compatibility of career and family.

The mission of promoting equality is reflected in the Higher Education Act of North Rhine-Westphalia and in the constitution of the university of Siegen. Beside the designation of a full-time equal opportunities officer and his substitute, the Country equality Act commit universities to create a framework plan for equality and a women-promoting plan of faculties and central institutions, which has to be updated every three years.

Furthermore, the presidency and the senate of the university of Siegen adopted the concept of equality for the first time in 2009.
