Researchers at Risk

As a member of the Scholars at Risk network, the University
of Siegen is committed to unrestricted and free science,
research, and teaching. It stands in solidarity with
researchers who can no longer live in their home countries
because they are threatened or persecuted there.

At-risk researchers have the opportunity to apply for a Philipp
Schwartz Fellowship. Through the Philipp Schwartz Initiative,
researchers have been able to come to the University of Siegen.

The University of Siegen’s Welcome Center also advises and
supports at-risk researchers with formalities related to
relocating to Siegen and communicating with authorities. In
addition, regular events are offered for all international
researchers. General information for international researchers
    can also be found
    here.

Scholars at Risk Germany Network
        The
Scholars at Risk Germany Network offers a support
program for at-risk researchers, especially Philipp
Schwartz Fellows. It includes seminars and workshops aimed
at professional integration and promotes collaboration
between international and German researchers through
scholarships and awards. Further information on the
        scholarship programs can be found
        here.
Philipp Schwartz Initiative
The Philipp Schwartz Initiative of the Alexander von
Humboldt Foundation enables German universities and
research institutions to host at-risk researchers through a
fellowship program, typically for a period of 24 months,
with the possibility of a 12-month extension. The provided
funding can be used either for a fellowship grant or for an
employment contract. Candidates cannot apply directly; they
must be nominated by a university. Further information can
        be found
        here.

DAAD SAFE
The DAAD (German Academic Exchange Service), in cooperation
with CAMPUS FRANCE, the PAUSE program, and UNIMED, awards a
total of 60 fellowships to doctoral and postdoctoral
researchers from non-EU countries. The fellowships support
research stays at institutions within the EU. At-risk
researchers can be nominated regardless of whether they are
currently located outside the EU or already residing within
the EU. Further information about DAAD-SAFE can be found
        here.

DAAD Hilde Domin Program
The DAAD offers the Hilde Domin Program as a scholarship
for at-risk students and doctoral candidates who are denied
access to education or fundamental rights in their home
countries. The goal is to enable them to pursue a safe
degree program or doctorate in Germany. In addition to
financial support, the program includes accompanying
offerings in social sciences to help recipients contribute
to the long-term development of their home countries,
        Germany, or third countries.

Nomination and Selection Process: Candidates for the Hilde
Domin Program cannot apply directly. They
must be nominated by an institution based in Germany that
is active in the fields of academia, human rights
protection, or the promotion of democracy. Nominations are
submitted via an online form, after which the DAAD contacts
suitable candidates and invites them to apply. Multiple
nominations do not increase the chances of selection. Only
candidates with sufficient language skills (B2 level in
German or English) and strong academic prospects should be
        nominated.

Nomination Requirements: Students and doctoral candidates
from all academic disciplines—except medicine, pharmacy,
and law—may be nominated if they: (1) can credibly
demonstrate a threat to their safety; (2) possess
educational credentials that qualify them for university
studies in Germany according to the anabin
database; (3) are not residing in Germany or the EU at the
        time of nomination.

Further information on the nomination requirements,
duration of funding, scholarship benefits, and application
        deadlines can be found
        here.
