are active. At the same time, they form the Ombudsman Board. The ombudspersons have the task of mediating between the parties involved in the proceedings, insofar as this is possible and objectively justified. If the allegations of scientific misconduct could not be dispelled vis-à-vis the Ombudsman Board after the conclusion of the preliminary examination procedure, the Ombudsman Board forwards the procedure to the investigative commission for the formal clarification of allegations of scientific misconduct.
Scientific misconduct is deemed to have occurred in particular if scientists intentionally or through gross negligence make false statements in a scientifically relevant context, misappropriate the scientific achievements of others without justification or impair the research activities of others.
