§Section 11
Composition of the Faculty Council

(1) The composition of the Faculty Council is regulated in Section 31 of the Basic Regulations of the University of Siegen and in Section 17 of the Election Regulations. The Faculty Council consists of the following members with voting rights

  • eight representatives of the group of university lecturers,
  • three representatives of the group of academic staff,
  • three representatives of the group of students,
  • one representative of the group of technical and administrative staff.

(2) Non-voting members of the Schools Council are the members of the Dean's Office and the Equal Opportunities Officer of the Schools.

(3) The groups within the meaning of the Higher Education Act can nominate expert representatives through the elected members of the respective groups; the Faculty Council then appoints these as non-voting members. The maximum number of these non-voting members per group may not exceed the number of voting members of the respective group (Section 31 (2) no. 4 Basic Regulations). In particular, subjects that are not already represented by persons on the Schools Council should be given representation in the group of university lecturers and/or the group of academic staff by the non-voting members.

(4) The spokespersons of the subunits (e.g. seminars, teams, specialist groups) and the managing directors of the Schools participate in the meetings of the Schools Council in an advisory capacity. Employees of the Dean's Office administration and the faculty organization participate in the public part of the meetings in an advisory capacity.

(5) The voting members of the Schools Council are elected by the members of the Schools separately by group. Their term of office is two years; the term of office of the student representatives is one year. Further details are regulated by the election regulations. The membership of the non-voting members of the Faculty Council ends with that of the voting members.

(6) All professors within the group of university lecturers who are members of the Schools are entitled to participate without voting rights in deliberations on appointment proposals by professors; the same applies to all members of the group of university lecturers in deliberations on other appointment proposals and on doctoral degree regulations (Section 28 (5) HG).

(7) Minutes of the meetings of the Faculty Council shall be prepared. These are made available to all members of the Schools, excluding non-public agenda items.
