A ballot will be held at the university from 13.06 - 27.06.2025 and every vote is needed.

What is a ballot?

A ballot is a survey of all students registered at the University of Siegen and is therefore the highest form of student participation.

What is voted on?

The vote deals with two so-called voting items.

  1. The first is the question of retaining the Deutschlandticket.
  2. is about the amendment of a contribution regulation, which regulates the handling of price increases regarding the semester ticket.

We believe it is in the interests of the student body and the university that the Deutschlandticket is retained as part of the semester ticket. According to the current contribution regulations, approval by ballot is required for this. The current regulation on the fee increase, which states that it may not exceed 5%, was originally introduced to strengthen the negotiating position vis-à-vis the VGWS and DB NRW. However, since the introduction of the Deutschlandticket, local negotiations are no longer necessary and the price is instead set centrally by the Conference of Transport Ministers. The existing 5% rule is therefore no longer up to date. In order to be able to decide on socially acceptable fee increases in the student parliament in the future, we propose an adjustment to 20%. Increases that exceed this value should still have to be legitimized by a ballot vote. If the first ballot is accepted and the second is also approved, the student parliament would be able to decide to increase the general Deutschlandticket from the current €58 to €69 itself.

What is the effect of a ballot?

If a quorum of 20% of all students decides in favor of a choice (keep or give up the Deutschlandticket), then this result is binding and must be implemented.

If the quorum of 20% is not reached for an option, the ballot is considered a recommendation for the student parliament (StuPa), which then decides on the aforementioned voting items.

How can I vote?

The vote will take place from 13.06. - 27.06.2025 as a ballot vote.

From 13.06.2025 - 20.06.2025 there will be two voting booths, which will be open daily from 10:30 to 15:30, except on June 20, when the voting period in the AStA office will be limited to the period from 11:30 to 14:30.

A vote by letter can also be requested from the AStA by 23.06.2025.

Are there alternatives to the Deutschlandticket?

The only option apart from retaining the Deutschlandticket would be to completely abolish a semester ticket. This would mean that each student would be responsible for their own mobility. Other options were discussed in advance, but were rejected for economic reasons .
