The key responsibilities of the Student Parliament include:

• Election and oversight of the AStA: The StuPa elects the General Students' Committee and oversees its work.
• Statutes and regulations: It discusses and adopts statutes and other regulations governing the student body.
• Budget and finances: It deals with the student body's budget and exercises parliamentary oversight over financial matters.
• Representation in university bodies: Where applicable, it elects student representatives to other university bodies, such as the Senate.
• Committees and special responsibilities: It can establish committees to address specific topics and support parliamentary work.
• Student concerns: It provides a platform for discussing problems, proposals, and initiatives from the student body and making relevant decisions.

The student parliament is made up of various lists that stand for election once a year. Any student enrolled at the university can set up their own list and stand for election. The following overview shows the composition of the 53rd Student Parliament (StuPa) of the University of Siegen, based on the results of the StuPa election.

The Presidium leads and organizes the meetings of the Student Parliament. Its responsibilities include preparing and chairing meetings, coordinating parliamentary procedures, supporting committee work, and documenting and publishing relevant information.

The Presidium of the 53rd Student Parliament of the University of Siegen currently consists of Nick Lüpkes and Hamza Amjad.

In addition, the Presidium is responsible for maintaining the StuPa website and making important documents available.

The Student Parliament meets regularly during the lecture period. The meeting dates for the winter semester 2026/2027 are:

• Tuesday, 13 October 2026
• Wednesday, 4 November 2026
• Thursday, 10 December 2026
• Tuesday, 12 January 2027
• Wednesday, 3 February 2027

Additional meetings may be convened if necessary.

Meetings are generally open to the public. Students can attend the proceedings and participate in accordance with the applicable Rules of Procedure. Members of the student body have, in particular, the right to speak and submit motions.

Meetings are generally livestreamed. The livestream may be suspended under the conditions specified in the Rules of Procedure.

The provisional agenda is published in accordance with the deadlines set out in the Rules of Procedure.

The StuPa makes decisions through voting. Votes are generally conducted openly, while secret ballots are possible under the conditions specified in the Rules of Procedure. Certain decisions are subject to special majority requirements.

Resolutions may concern the election of the AStA, amendments to statutes and regulations, budgetary matters, or the establishment and composition of committees.

Committees support the Student Parliament in dealing with specific topics and responsibilities. They prepare discussions, examine relevant matters, and help ensure that parliamentary decisions are well-informed.

The composition, responsibilities, and working procedures of committees are governed by the applicable regulations and the respective resolutions of the StuPa.

The Student Parliament deals with the student body's budget and exercises oversight over financial decisions. It considers the use of student funds and may address expenditure, funding applications, and other budget-related matters.

For certain AStA financial motions, the Rules of Procedure provide for the involvement of the StuPa for amounts of €600.01 or more. This provision applies within its defined scope and should not be interpreted as a general approval requirement for all expenditure.

Student self-governance depends on student participation. There are several ways to get involved:

• Attend public StuPa meetings.
• Raise concerns and problems related to student life.
• Submit suggestions and initiatives for parliamentary consideration.
• Stay informed about motions, agendas, and resolutions.
• Vote in StuPa elections.
• Join an existing list or stand for election to the Student Parliament.

Students can follow the work of the Parliament and participate in public discussions even without holding a parliamentary seat.

To make the work of the Student Parliament transparent and accessible, important documents and information should be made publicly available. These include, in particular:

• Motions and other parliamentary documents
• Rules of Procedure and the statutes of the student body
• Electoral regulations and information about StuPa elections
• Relevant budgetary and financial information, where publication is permitted
