Work and fee contracts
In principle, the performance of university tasks must be carried out by employees of the University of Siegen, which means that the conclusion of a contract for work and services may not be used to compensate for personnel requirements and the establishment of an employment relationship may not be circumvented.
Contracts for work and services/fee contracts serve to cover requirements and are therefore generally subject to public procurement law and are therefore commissioned in accordance with public procurement regulations. As a rule, at least three written offers must therefore be obtained. If only one contractor can be considered due to specific requirements or special expertise, this monopoly position must be justified in detail. However, the submission of an offer by the selected contractor is necessary in any case. At the university, contracts for work and services can only be awarded to natural persons - for legal entities and natural persons with entrepreneurial status, the procurement of services should be covered by a procurement application.

To conclude a contract for work and services, please use the relevant application form and follow the instructions. The application must be submitted to Department 1.2 Finance in good time, i.e. at least three weeks before the intended start of the work performance.
The work performance may not begin before the application has been reviewed and a legally valid decision has been made.
There is always a requirement to issue an invoice, which must comply with the requirements of Section 14 UStG for small businesses.
Before payment is made, the applicant must establish that the work or partial work has been properly performed by means of "factual accuracy".
