Comenius International Partnership Program

International networking and profiling

The University of Siegen would like to expand its networking and profile in the area of international affairs. With this in mind, the Comenius International Partnership Program was established on 1 January 2022. Applications for the current and the following year are possible at any time, the money for stays in the current year must be spent by the end of February of the following year. Please note that in the event of a funding commitment, only the committed amount is available. If higher costs are incurred, the difference must be paid by your own cost center.

Please also note that internal university funding for doctoral candidates
is also open to international applicants. This also applies to internal university research funding (HIFF)
with regard to international projects.

 

The program is a project (initially until the end of 2026) of the Prorectorates for Early Career Researchers, Diversity and International Affairs and covers the following areas:

1. long-term stays from 2 months to 1 semester
Comenius International Partnership Program for Mobile Researchers
The program includes the Comenius Fellowship for Mobile Researchers in the sense of a stay (at least two months up to one semester) at the University of Siegen and aims to strengthen networks of Siegen researchers with international colleagues. The purpose of the funding is the joint work on a high-quality research project, which should be thematically related to the research profileof the University of Siegen.

2. short-term stays of generally 1 week
Comenius International Partnership Program for International Guests
The stays of guests from existing partner universities serve to strengthen the respective cooperation and to intensify the exchange at all levels (increasing mobility, research output, marketing projects, etc.). You can find the application here. Applications for guests from the focused partner universities

Comenius International Partnership Program for Outgoing Visits: Existing Partnerships
The stays at existing partner universities (with institutionalized partnerships) serve to strengthen the respective cooperation and to intensify the exchange at all levels (increasing mobility, research output, marketing projects, etc.). 2. short-term stays of generally 1 week for new partnerships
Comenius International Partnership Program for Outgoing Visits: New Partnerships
The purpose of the visits is to establish new partnerships with universities in countries that are particularly in demand (currently only Australia, Great Britain, Japan, Canada, New Zealand, South Korea, USA). You can find the application here.

Comenius International Partnership Program for Virtual Study Abroad
The implementation of courses with virtual components(Virtual Mobility or Virtual Exchange (= COIL)) enables an exchange of knowledge and language and thus promotes the internationalization of all participants.
Since the purely digital or hybrid implementation means additional work, an assistant or technical equipment can be applied for to provide the necessary support. You can find the application here.
Event information for the winter semester must be submitted to the International Office (katharina.sommer@zv.uni-siegen.de) by 31.5., for the summer semester by 31.1.

Information for the Comenius application

The billing of the individual lines is different, so please note the following aspects for the application and subsequent billing. If you have any questions, please contact Kathrin L. Wagner, Head of the Prorectorates for Young Researchers, Diversity and International Affairs.

 

Notes on the application process
  • Funding is provided in the form of a fee contract. The amount of the fee is proposed by the applicant (max. 2700,- Euro / month) and decided by the Senate Commission. Please also refer to the

    guidelines.
  • Please note that for payments to persons based abroad, a VAT of 19% will be charged in addition to the fee, which must be included in the application.
  • Please also note that, in addition to the application, an external, approximately one-page expert opinion must be obtained that addresses the purpose of the funding (see guidelines).
Notes on procedure and billing
  • After approval by the Senate Commission, the fee contract can be prepared.
  • The following

    documents
    must be completed:
    • Application form (to be completed by the applicant)
    • Questionnaire 1 (to be completed by the applicant)
    • Questionnaire 2 (to be completed by the service recipient)
  • The documents must be submitted to Kathrin L. Wagner before the start of the contract.
  • At the end of the stay, the sponsored person will submit an invoice so that payment can be arranged. For longer stays, it is possible to submit a partial invoice after every month.
Notes on submitting an application
  • Please note that the expenses are to be settled as business travel (travel by external persons), i.e. the NRW State Travel Expenses Act applies here. Hospitality expenses can therefore not be claimed as such.
  • Other expenses (e.g. daily allowance) can be charged as a "fee" within a reasonable framework.
  • For each invited guest, a one-off amount of 50 euros can be applied for / spent on a meal invitation; in addition, a further 50 euros each for a maximum of two members of the University of Siegen.
  • If necessary, travel expenses can be paid in advance using the University's credit card (provided that the cancellation conditions have been clarified). Please contact Department 1.
  • (Note: As this is not an exchange of services, no VAT is payable on the transfer.
Notes on procedure and billing
  • After approval by the Senate Commission, a WBS element is created at the applicant's cost center and communicated to the applicant.
  • Billing is carried out using the form

    Application for remuneration / fee for guest lectures and travel by external persons.
  • Hotel bills can be submitted directly to the university and paid via the assigned PSP.
  • The costs for a one-off meal invitation (max. 50 euros per guest, plus a further 50 euros each for a maximum of two members of the University of Siegen) can be reimbursed via an application for reimbursement of expenses with corresponding hospitality details. For details please contact

  • Any money remaining on the PSP will be returned after the deadline (generally at the end of February of the following year).

Notes on submitting applications
  • Please note that the travel expenses are to be accounted for as a business trip (travel expense report), i.e. the NRW State Travel Expenses Act applies. Hospitality expenses and hospitality gifts can therefore not be reimbursed.
  • The

    per diems are calculated in accordance with the State Travel Expenses Act. Please bear this in mind when calculating your travel expenses.
