Faculty Council

The Faculty Council is responsible for making decisions on School matters for which responsibility has not been assigned to the Dean’s Office or to another body. The Faculty Council has the following duties in particular:

• Enacting and amending the School Regulations and other regulations governing the School,
• Enacting and amending examination regulations,
• enacting and amending the habilitation regulations and the doctoral regulations,
• Receiving reports from the Dean’s Office,
• Submitting appointment proposals to the Rectorate,
• Submitting proposals to the Rectorate for the conferral of the titles “Honorary Professor” and “Adjunct Professor,”
• Proposals to the Rectorate regarding the introduction, amendment, and discontinuation of degree programs, including fields of study and the academic degrees to be conferred,
• proposals to the Rectorate regarding the establishment, modification, and abolition of academic institutions and administrative units,
• Election of the dean and the associate deans,
• Formulation of a development plan for the School,
• Formulation of recommendations regarding the establishment of principles for the allocation of positions and funds assigned to the Schools,
• Election of the faculty equal opportunity officer (and, if applicable, her or his deputies).

§ 11
Composition of the Faculty Council

(1) The composition of the Faculty Council is governed by § 31 of the Basic Regulations of the University of Siegen and § 17 of the Election Regulations. The Faculty Council consists of the following voting members:

• eight representatives of the faculty,
• three representatives of the academic staff,
• three representatives of the student body,
• one representative of the technical and administrative staff.

(2) Non-voting members of the Faculty Council are the members of the Dean’s Office and the School’s Equal Opportunities Officer.

(3) The groups as defined by the Higher Education Act may nominate knowledgeable representatives through the elected members of the respective groups; the Faculty Council then appoints these individuals as non-voting members. The maximum number of these non-voting members per group may not exceed the number of voting members of the respective group (Section 31(2)(4) of the Basic Regulations). In particular, disciplines that are not already represented by individuals on the Faculty Council should be represented in the group of university professors and/or the group of academic staff through these non-voting members.

(4) The spokespersons for the subunits (e.g., seminars, teams, subject groups) and the faculty’s executive directors participate in Faculty Council meetings in an advisory capacity. Staff members of the Dean’s Office and the faculty administration participate in the public portion of the meetings in an advisory capacity.

(5) The voting members of the Faculty Council are elected by the members of the School, separated by group. Their term of office is two years; the term of office for student representatives is one year. Further details are governed by the election regulations. The membership of non-voting members on the Faculty Council ends at the same time as that of the voting members.

(6) During deliberations on proposals for the appointment of professors, all professors who are members of the faculty and belong to the group of university faculty members are entitled to participate without the right to vote; The same applies to all members of the group of university faculty members during deliberations on other appointment proposals and on doctoral regulations (§ 28(5) HG).

(7) Minutes of the School Council meetings shall be prepared. These shall be made available to all members of the School, with the exception of non-public agenda items.
