FAQ - Frequently asked questions

Yes, in the new PO both parts have to be completed in the final module exam.

Students according to the old PO write their exams as usual.
This means:
- The section on municipal law is examined in a 90-minute written exam.
- HHidR follows in the next semester and can then also be written in a 90-minute written exam.

No. The level of difficulty of the exam remains comparable to previous exams.

Yes, the scope of the final module exam (new PO) will be adjusted, as both parts will be completed in 90 minutes and no longer one part in 90 minutes.

For students of the old PO, everything remains unchanged. As the processing time is still 90 minutes, the scope will not change. Please use the old exams and mock exams as a guide.

The assessment is carried out as in family and social law:
The total number of points counts. The exam is passed if at least half of the total points are achieved.

Information on the Administration and Organization module according to the 2024 examination regulations

Valid from the start of the winter semester 24/25 and from 01.04.2028 for all students

For the final examination, students commencing their studies in winter semester 24/25 will write a 90-minute final module examination in the form of a written exam. The written exam covers both the content of the lecture Sovereign Action in a Democratic Constitutional State (HHidR) and the content of the lecture Law of Self-Government. Both modules must be completed in order to take the written exam. The written exam is offered every semester.

Exception for SoSe25: Students who have already taken both modules can take the exams at the end of the semester. Both exams must then be written. Your grade will be based on the results of both exams.

The final module examination, which is also planned for the future, will be offered from winter semester 25/26.

The coursework consists of "active participation". You will be awarded points for this if you have taken and passed the exam.

Please remember to register for the exam and the coursework in unisono in good time. Those who have registered this semester (SoSe 25) for the lectures "Kommunalrecht" or "Hoheitliches Handeln" must also register for the course management regardless of whether you are taking the exam this semester. If you have any questions regarding registration and deregistration, please contact the Examination Office of Schools II.

Compensation for disadvantages can still be applied for at the Examination Board of Schools II.

As before, the examination consists of a 90-minute written exam in the module " Sovereign action in a democratic constitutional state". After completing the written exam, you will also receive the course credit.

You will receive the academic achievement for the Law of Local Self-Government if you have also written a 90-minute written examination in this module.

This regulation will remain in place until the old examination regulations expire (deadline 31.03.2028). Due to the new examination regulations, however, the rotation has changed, so that the lecture HHidR incl. written exam is only offered in the summer semester and Law of Local Self-Government incl. written exam only in the winter semester.

The first examination date must be attended in order to take part in the second examination date. The second examination date is only for those who have failed.

The points for the coursework and examination performance are recorded as soon as the examination has been written. There are no additional requirements for the coursework. Neither according to PO 2020 nor PO 2024.

It is important to note that you can only register and deregister up to one week in advance. Those who appear unregistered for the exam will not be re-registered and will not be able to take the exam.

If you have any further questions, please contact Prof. Dr. Fröschle's team.
